Why did the Progressive governments¡¯ social investment strategy expand in the conservative governments? -Welfare Politics of Korean Social Investment Approach-

Abstract
This study focused on the following research questions to understand the welfare politics of Korea¡¯s social investment strategy. First, how did the institutional legacy of compressed growth affect the social policy paradigm so-called ¡®Economic growth first, distribution second¡¯? Second, despite the growth-first ideology, why and how the social investment policies under the center-left governments developed within a short period of time? Third, why did the social investment policies begin to expand from selective social investment programs to universal ones, even after being replaced by conservative governments? In response, this study focused on child care policy and analyzed how these policies have been influenced by the Korean political system and the policy salience, and how social investment policy types are changed around the election period. In conclusion, the proposed ¡®social investment strategy¡¯ under the center-left regime was introduced as a policy compromise between the political right and the left to cope with the problem of increasing social inequality and rapid population movement. Also child care-related policies have been expanded to become more universal after being replaced by conservative governments, affected by the winner-take-all election system based on the single member district and the strong presidential system. The ¡°policy feedback¡± played a positive role in the discussion of expanding child care policy.
